- In MSHA case involving over 700 citations and more than $2.2 million in penalties, Amanda proposed the novel approach of holding a bifurcated hearing on the issue of the company’s ability to pay. Once this issue was decided, the parties were able to reach settlement avoiding a multi-week hearing.
