Angka Hinshaw is a seasoned attorney with extensive experience in complex commercial litigation, regulatory compliance, and risk management. She advises clients operating in highly regulated industries, with particular depth in healthcare matters involving the confidentiality of mental health and substance abuse records and work with behavioral health entities, labor and employment, and administrative law. Known for her strategic, solutions-oriented approach, Angka helps organizations mitigate risk, prevent fraud, respond to government investigations, and navigate evolving regulatory frameworks.

Previously, Angka served as senior legal counsel to city-county agencies, where she advised on complex employment and regulatory matters and represented the City in administrative proceedings before the Indiana Department of Workforce Development. She regularly handled matters that arose under the ADA, FMLA, Title VII, and related state and federal laws, and counseled clients on workforce risk mitigation and compliance strategies designed to prevent litigation. Angka’s understanding of how enforcement agencies evaluate and pursue claims informs the development of effective litigation strategies on behalf of her clients.
Angka also spent more than a decade with a public defender agency, where she tried numerous felony, domestic violence, and misdemeanor cases to jury verdict and held multiple leadership roles. Her extensive trial experience informs her practical, results-driven approach to both litigation and preventative counsel, shaping a confident and disciplined presence in the courtroom and in negotiations.

A respected leader in the legal profession, Angka has held prominent roles within the Indiana State Bar Association, including Past Chair of the House of Delegates, Past Chairwoman of the Latino Affairs Committee and committee member of the Criminal Justice Section. She has contributed to statewide initiatives advancing equity in the legal profession. She also serves on the Indiana Supreme Court’s Judges and Lawyers Assistance Program Committee and was appointed to the Court’s inaugural Innovation Initiative.
