Prior to joining GRSM, Jessica held oversight roles for multiple public agencies, where she conducted independent investigations and reviews to evaluate compliance with applicable laws, regulations, policies, and procedures. Jessica analyzed complex legal issues and developed practical recommendations to strengthen accountability, transparency, and organizational effectiveness. She also conducted risk assessments and collaborated with agency leadership to minimize future organizational civil and criminal liability.
Prior to that, Jessica served as an Assistant District Attorney in the Philadelphia District Attorney’s Office, representing the government in criminal prosecutions and managing all phases of litigation. This role provided Jessica with extensive courtroom experience, strong advocacy skills, and the ability to thoughtfully evaluate complex facts and legal questions.
