Tyra Carroll focuses her practice on technology transactions, sourcing, artificial intelligence, and related cybersecurity and data privacy compliance. She counsels domestic and international companies ranging from emerging companies to global industry leaders on technology services, strategic negotiations, go‑to‑market planning, privacy‑program design and implementation, website policies, and compliance with federal, state, and international laws governing artificial intelligence and data privacy.
- Served as lead counsel for the nationwide emergency broadband network, successfully closing out numerous regulatory investigations and negotiating the security provisions of a vendor agreement with a large telecommunications provider.
- Developed comprehensive privacy programs, privacy policies, open internet statements, terms and conditions, permissible use policies, and other consumer protection-related disclosures for consumer-facing providers in various industries.
- Counseled clients on compliance, business strategy, litigation risk, policy development, training, and product development with respect to technology-regulatory and privacy/data security contractual requirements.
- Successfully defended a financial institution in a data security breach and corresponding federal and state law requirements.
- Advised global service providers and automobile manufacturers on regulatory classification, market entry, and privacy/security issues related to connected car products.
- Counseled mobile virtual network operators and IP-enabled service providers on business start-up strategy, regulatory compliance, and product design.
- Defended global companies in government investigations and enforcement actions involving the DOJ, FCC, OIG and state regulatory agencies.
