Matt Horgan is Managing Partner of the Pittsburgh office of GRSM and focuses his practice on the development and management of alternative risk transfer programs, including captive insurance companies and other self-insurance arrangements.

In that connection, Matt successfully has developed insurance programs, from concept to licensure, in a wide array of settings, both inside the United States and offshore. His experience and capabilities include evaluating the feasibility of a proposed program, selecting the appropriate vehicle, and assisting with formation and licensing. Matt also serves as captive general counsel and provides ongoing corporate governance, regulatory and administrative support to his clients, including claims handling, legal defense, risk management and crisis management services. An expert in insurance and reinsurance transactions, Matt frequently assists captive owners in relation to commercial placements, loss portfolio transfers and claims advocacy.

As a member of the firm’s healthcare practice group, Matt has a strong expertise in matters impacting healthcare providers. He regularly consults his clients regarding quality improvement activities and has helped to establish and manage a federally-listed Patient Safety Organization. With broad experience that spans multiple disciplines, Matt’s client base includes health systems, community hospitals, universities, physician practice groups, long-term care, senior services and correctional medicine providers, and social services organizations.
