Patrick K. Burns is a Partner in GRSM’s Government Contracts, Artificial Intelligence, Commercial Litigation, and Tribal Law practice groups. The primary focus of his practice concerns state and federal procurement matters, including bid protests at the Government Accountability Office, Miller Act claims, and Contract Disputes Act cases before the Court of Federal Claims and Boards of Contract Appeals. He also advises contractors on various regulatory compliance issues subject to the FAR, David-Bacon Act, and Service Contract Act, among other regulations. His contractor representation spans a number of industries, including information technology, construction, manufacturing, distribution, and aerospace. Patrick is a tribal citizen of Cherokee Nation and regularly represents Native American tribes on government contract matters.
In addition, Patrick represents commercial businesses in a variety of litigation matters, such as contractual claims, construction defects, defamation, products liability, class actions, personal injury, and consumer disputes. He regularly litigates in federal and state courts throughout the country, including Washington, D.C., Virginia, and Maryland. Adept at handling matters through all phases of litigation and alternative dispute resolution, Patrick works closely with small and large business clients to develop strategies that protect their corporate interests.
